The sudden appearance of a press release from Cheryl Gillan, shadow Wales Secretary, about the publication of an annual report from an Assembly official raises eyebrows.
It raises incredibly interesting questions about the massive jump that the party may be about to make on devolution.
A right-thinking Tory would have totally ignored the presentation in Whitehall given by Ruth Marks, the new Commissioner for Older People, the first such in the UK.
But Mrs Gillan was fulsome in praise of this Wales-only initiative.
“I very much welcome the chance to meet Ruth Marks and to discuss her recently published first annual report,” she said.”Conservatives in Wales and at Westminster [Cambria Politico's emphasis, of course] are committed to working with Ruth Marks and others to ensure the voice of older people in Wales is heard loud and clear,” she added.
Does she really mean that David Davies, David Jones and Stephen Crabb are about to swallow their long-standing objection to devolution ? Or are her comments meant to be read as outriders for a statement by party leader David Cameron ?
For some months now, Mr Cameron has had in his desk a report from former Conwy MP and Welsh Minister of State Wyn Roberts. The report recommends the attitude the party should take from London to the Assembly.
Publication has been continually delayed, with no reason given.
Lord Roberts is definitely the Grand Old Man of the Welsh Tories. He fondly recalls the way he cut through decades of difficulties over Welsh language policy to give the Tories a major lead on the issue.
Now he has another chance to make his mark. It is difficult to believe that Wyn Roberts will forsake the revolutionary tinge to his beliefs and argue for anything but full powers for the Cardiff Assembly. Law-making powers, that is. Money-raising will surely be a step too far for Wyn.
So, there seems a fair chance that Cheryl has been pushed forward to soften up the party’s mini-group in Westminster.
So how much longer before David grits his teeth and brings out that report from Wyn ?
